The 1969 Torneo Descentralizado, the top category of Peruvian football, was played by 14 teams. After a one round tournament (13 matches) teams were split in 2 groups: top 6 played for the title and bottom 8 played for the relegation. Teams carried their regular season records and played an additional round (5 and 7 further matches respectively). A playoff match for 2nd place (qualifing for the Copa Libertadores) was necessary. The national champion was Universitario.
